Pavers over concrete is a legitimate method, and it is also the source of some of the worst callbacks we see. The difference is entirely in the condition of the slab underneath and how the water is handled. This post walks the decision the way we walk it in someone's backyard in Matthews or Mount Holly — a series of yes-or-no gates, ending in either an overlay or a tear-out.
Gate One: Is the Slab Structurally Sound?
Tap around with a hammer and walk the whole surface. You are looking for evidence the slab is stable and will stay stable.
Green lights:
- Hairline cracks that have not moved in years
- Even, consistent surface with no rocking sections
- No hollow sound when tapped
- Edges intact, no undermining visible
Red lights:
- Cracks wider than about 1/4 inch, especially with vertical offset between sides
- Sections that rock or move underfoot
- Hollow sound over a large area, which means voids underneath
- Visible soil erosion under the slab edge
- Trees within about 15 feet with roots heading toward the slab
A slab that is moving now will keep moving. Pavers laid over it move with it. You have spent real money and inherited the same problem with a nicer surface.
Gate Two: Does Water Leave the Slab?
Hose the patio down for ten minutes and watch. Water should run off within a minute or two.
If puddles sit anywhere, that low spot becomes a water trap under your pavers. In Charlotte that matters more than people expect. We do not get Minnesota winters, but we cycle through freezing dozens of times each season. Trapped water under a bonded overlay freezes, expands, and debonds the pavers from the slab. Trapped water under a sand-set overlay saturates the setting bed, migrates the sand, and creates soft spots.
Existing slope should be at least about 1 percent, ideally 1.5 to 2 percent away from the house. If the original slab drains toward the house — and plenty of 1970s Charlotte patios do — an overlay is a poor idea unless you correct the pitch, and correcting pitch means adding height.
Gate Three: Do You Have Height Clearance?
This gate kills more overlay projects than anything else.
A bonded overlay with thin pavers adds roughly 1.25 to 2 inches total including the setting bed. A sand-set overlay with standard 60mm pavers adds roughly 3.25 to 4 inches.
Measure from the existing slab to:
- The bottom of any door threshold
- The weep holes in a brick veneer wall
- The bottom course of siding
- Any step nosing or stair riser
You want a minimum of 1.5 to 2 inches of clearance below the threshold after the overlay is complete. Less than that and you are inviting water into the door track. Cover the weep holes in a brick wall and you have blocked the wall's drainage path, which is a moisture problem inside the wall cavity, not just a nuisance.
Also watch step heights. Adding 3.5 inches to a patio makes the bottom step of a deck stair a trip hazard, and it makes an existing 7-inch riser into a 3.5-inch riser. Inconsistent riser heights are a genuine safety issue.
The Two Real Methods
Bonded overlay. Thin pavers, usually around 1 to 1.5 inches thick, set in mortar or a polymer-modified adhesive directly to the cleaned slab. Joints are typically grouted or sanded tight.
Pros: minimal height gain, rigid feel, clean edges at thresholds. Cons: unforgiving. Any slab movement telegraphs straight through. Bond failure means individual units popping loose. Requires clean, sound, properly prepared concrete. Not appropriate for driveways in most residential cases.
Sand-set over concrete. Standard-thickness pavers on a bedding layer over the slab, usually with a drainage mat or a gap system so water can move to a defined exit. Edges restrained by a concrete curb, wall, or bonded edge course.
Pros: flexible, tolerates minor slab movement, uses standard pavers, easier to repair. Cons: adds substantial height, and the drainage detailing is not optional. You must give water a way out at every low edge.
The drainage channel detail is where sand-set overlays live or die. Water will reach that slab. Provide a path — a gapped edge course, a weep detail, a channel drain along the low side — or it sits and works against you every freeze.
Deal-Breakers, Stated Plainly
Do not overlay if any of these are true:
- The slab is heaving, settling, or has an active crack with vertical offset
- Water stands on the slab after rain
- You have less than 1.5 to 2 inches of door threshold clearance
- The overlay would cover brick weep holes or reach the bottom of siding
- The slab drains toward the house and you cannot fix pitch within your height budget
- Large sections sound hollow
- The concrete surface is spalling badly or was previously sealed and cannot be prepared
We looked at a 1960s slab in Plaza Midwood last spring where the homeowner wanted a bonded overlay. The slab had a 3/8 inch offset crack running corner to corner and the low end held water against the foundation. Overlaying it would have hidden a foundation drainage problem behind attractive stone. We recommended tear-out, and the excavation showed exactly why the slab had dropped.
Cost Comparison
Rough Charlotte-area planning ranges, installed:
- Bonded thin-paver overlay: $16 to $28 per square foot
- Sand-set overlay over concrete: $14 to $24 per square foot
- Full tear-out and new paver patio: $22 to $38 per square foot, including demo and disposal
Demolition and hauling on a 400 square foot slab typically runs $1,800 to $4,000 depending on thickness, reinforcement, and access. Backyard access is the big variable. A slab reachable by a mini excavator costs far less to remove than one behind a 36-inch gate in a tight Dilworth lot.
So an overlay commonly saves 25 to 40 percent over a full rebuild. That is a real saving when the slab qualifies, and a false economy when it does not.
Lifespan Expectations
- Bonded overlay on a sound slab: 15 to 25 years, with occasional re-setting of individual units.
- Sand-set overlay with correct drainage: 20 to 30 years, and easily repairable.
- Overlay on a compromised slab: 3 to 7 years before visible failure. Cracks mirror through, units loosen, the low spot reappears.
- Full tear-out with a properly built base: 25 to 40 years on the base, and pavers that outlast it.
When We Recommend Tearing It Out Instead
Honest guidance, even when it is the more expensive answer:
- The slab moves, cracks with offset, or sounds hollow across a large area
- Water pools, or drainage runs toward the house
- Height clearance is tight at doors, weep holes, or steps
- You are expanding the patio anyway, since a mixed old-slab-plus-new-base assembly settles at two different rates
- The concrete was poured on unknown or unstabilized fill
- You are converting to a driveway or adding vehicle loads
- You plan to build a wall, outdoor kitchen, or fire feature on the surface, since those need footings that account for real loads
That last one comes up constantly. A homeowner in Huntersville wanted an outdoor kitchen on an overlaid slab. The slab was 3 inches thick with no reinforcement. We removed it and poured properly for the kitchen footprint. Building an $18,000 kitchen on a $0 foundation is not a saving.

The saving disappears if the slab fails within a few years and you pay for the tear-out anyway, plus the wasted pavers and labor.
